First you need to bear Morty (Ecruteak gym) then get the silver/rainbow wing then beat all
8 gyms and you will be able to go up bell tower and see Lugia/Ho-Oh

You need to trade the vulpix from SoulSilver to HeartGold

You can evolve the vulpix by usingthe fire stone on it and when you use it it'll evolve
into ninetales, i hope i helped.

You can also get lugia by parlyzing him/her or you can make him fall asleep during battle
