If you did, and it still didnt work, then try beating trainer red, and try again. If it
still doesnt work, capture every non-event legendary, and if it still doesn't work, try
getting one of evey game's starters, and if that doesnt work, you need the event one.

There is a Celebi you can get on SoulSilver/HeartGold but you need a Event from Gamestop
or you can trade your celebi on Leafgreen/FireRed or on Emereld/Ruby/Sapphire.When you do
the wireless WI-FI connection on Gamestop forthe 2 Johto games,go to Aleza Town And Kurt

the event is about you going back in time to when giovoni goes into his seckret training
to get reveng on red then you battle him as he hears the radio brocast of how team rocket
comes back and then how you beat them so he challenges you
