I'd go with either Pikachu or Torchic. Pikachu can learn Discharge in the game right? If it can, well you get the point.

No. Pikachu learns Discharge in PMD2, but Pikachu as your partner would be good here too.

Well if they had this I would say Machop from my Lucario Rank and Ledendary Pokemon experience but it's only a starter pokemon not partner. So, I would have to go with one of the water types. Their long range attacks are very useful as a starting attack on ledgendaries, and they are very good helpers when against ground and fire and rock and steel types.
