****Celebi - 99.9% Jirachi - 99.9% ****Latios - 99.9 (Befriends at town square after
beating it at a boss battle and saving Latias) ****Latias - 99.9 (Befriends with Latios)

* means only after you beat main story plot ( battle with Raquaza)
** means you have to recruit with level recruit bonus or friend bow
*** means you can only recruit it on the second time
**** means you don't have to battle them

Rank does nothing to the recruitment rates. It was just a rumour.

Also friend bow increases joining percentage by 10%

Also also here are the recruitment rates bonuses (spelling) for your level


+5 percent at L30-39
+7 percent at L40-49
+10 percent at L50-59
+10 percent at L50-59
+12 percent at L60-69
+15 percent at L70-79
+17 percent at L80-89
+24 percent at L90-100
