Unfortunately, you cannot recruit every Pokemon.
They're non-legendarys and Rotom.
Yes, I meant every item. ( Probably except Wonder Egg.)
Ok, this your chance to help Legendary Pokemon.
Some of them you can't recruit though.
To insert code:
Look for a button on the menu called " Wonder Mail ".
After press, " Receive Wonder Mail ",
Then Password,
Now you insert the code.
If you don't find the button, try advancing the story more.

I recruited Rotom from Midnight Forest. I know you need a password for pokemon that are not "specific" to that game (i.e. Pachirisu in Explorers of Darkness), but what other non-legendaries are you referring to?

I think its possible to get Pacharisu on Time?
Anyway this is Darkness, not many Times will get here.
