raikou you need to go to southeastern islands after you accepted the challenge letter from spindas cafe.
you need to surrounded sea with a secret slab to get lugia.
entei you need to go to inferno cave after you accepted the challenge letter from spindas cafe.

entei is on floors 15 to 29(you need guildmaster rank).
raikou is on floors 12 to 24(you need master explorer***rank).
lugia is on floor 18(you need a secret slab like i told you or a mystery part you need diamond rank).

how do get the secret slab

you need to have 3200 explorer points or hier ok
