You have to: Recruit Dailga/Palkia, Beat up Darkrai,and have the propper items needed.
Vulpix needs a fire stone which you can buy in Kleceon shop in dungeons. And for Riolu you
have to have his IQ between 1 and 1.5, then take him to luminous springs and use a sun
ribbon on him which you can get from a job if your in master rank area.
