Here's what i suggest.

Catch teddiursa, and a bunch of grass types. Train them up to level 20-30 and see if they
learn cut between those levels. If they don't, just keep trying and train up to level 40
if you really really want to see if they learn cut.

As for scyther, i don't know what to say. Just keep exploring the game, trying new
possibilities and seeing if you can find it.
I'm sure cut is somewhere because there are places you need to go in the game that require
cut.

Oh, and talk to npcs and check item balls (which are golden poke balls if you didn't
know)
