you can find them after u have 6 badges at snowpoint. they learn it by TM not level.

Most bug pokemon can learn false swipe. my faves are
krickatune, scyther/scizor and ninjask

im tellin ya sneasel is the best choice, all the others come after the nat dex and are
harder to find

site, it doesn't show @ what lvl they learn false swipe coz you gotta click on either the
sprite pic or the name and scroll down untill you find the moves area.

personally, I like crawdaunt to learn it, although he must be imported to pearl, etc, he
is very powerful so he could be a normal in the party as well as a good false swiper
