you have to get it on full happiness (normally though thats just two small hearts) and
then lvl it up but it's better to lvl up riolu first so you don't have a lvl 2 Lucario.
Also, one of my cheats is happiness hints :).

give it berries it likes ...and maake sure it levels up during daytime and keep it
battling
