Get Spirit Tomb. It's not Legendary. First go to Hearthome City. Go all the way down and go to the right and all the way left out of the city. when you see the berry master's house, go all the way down until you see a karate guy. Talk to him and he'll say, "Don't say a word, just take it." He'll give you a Odd Keystone. talk to him again and he'll tell you to take it to some route. take it to the route and go to the right of the route and look for a well that's made of rocks(It doesn't have a bucket to go down it). Use the Odd Key Stone on it. To make it work etirely, meet 32 people in the Underground. The easier way is to meet a friend outside your secret base, talk to them and mix records. Then walk inside your secret base. come out and keep doing the same thing until you hit 32(mixing records raises the level of how many people you met.) Once you have 32, Go back to the rock well(It's the Hallowed Tower after you use the Odd Keystone). This time, It'll work. You might have to go inside and search for Spirit Tomb, but it's worth it.
