You have to enter In the enterance left from Hearthome. You have to go around up past the enterance on the other side and surf there. that gets you started. its really hard to get to the very top. Don't pay attention to the grunt with no pokemon that's blocking a hole when you get to him. Tip. After you catch Palkia or Dialga there is a item down some stairs behind where it was.
