it depends on how many pokemon you can have: 1-2 2-2 or 3, 3-3 or 4, 4- 4 or 5, 5-5, 6-5 74 or 5, 8-4, 9-5, and 10 11 12 13 14 15 16 can use any number, dosent matter what level!

you can be more than 1 but no more than 4 and you cant be gymleader 1 and 2, but you can be gym leader 1 and 3! so no straight away repeats!

for a pokemon to be in your team as gym leader or elite 4, they must be the type you say or know that type move eg psychic, alakasam, gengar(psychic hypnosis, dream eater)
