can you get groudon bulbasaur or gengar in the game

gengar are found in fiore temple, where you find flareon. bulbasaur can be found on
ringtown's side of krokka tunnel in a bush. You must have defeated the game for groudon.
groundon can be found in summerland's 4 challenges area, after you talk to joel in fall
city and defeat kyogre.
