You need to play as a female and do what you need to do in order to get latios. When you
try to go to Mt. Luyuda but can't you need to get to each monument then use the ranger
sign. Battle the lati to get the him/her. P.S. you can battle the other lati in the
afterstory. Just beat Ran's quest and go to tilikule island.

oh damn i chose boy and i really want latias. i cant capture togekiss, cherrim or
honchkrow either. you battle latias but no sign. i need more signs! mewtwo would be nice.
