Arceus you can get to by conqureing all the past levels
Lugia u can get byfinishing all the quests
Latios or latias depends on being a boy or girl but do all the quests in rands house

Lucario is finishing all the quest u dopes and lugia is seeing all the pokemon latios when
u need to find zapdos in the story and arceus is callable by past when u get ans s on the
last mission in the past same goes for mew

Oh and u need to be a boy to get latios or girl to get latias

Look in the title screen. You'll see a sign being drawn. That sign is mewtwo's sign

Lugia: capture every pokemon, then go to rand's house and they will give you a mission.

Arceus: beat the last mission in the past a couple times until you get arceus's heart
slate. Switch your temple partner to arceus, and go to the present. Use celebi's sign to
call arceus. Arceus will now be a friend pokemon.

Mew: same as arceus. Same mission but get mew's heart slate instead.

Mewtwo: beat the game. Then go to your menu. Click "sign list", then the question mark,
then register. Draw the sign you see at the intro of the title screen.

Latios: if you're a boy, you get it when you try to go to zapdos's island. If girl you
meet ravio sometime after you beat the game. Then go back to the latias monument and ravio
appears again and you capture latios.
