First off have two d.s's or get a friend to help you, have one with a platinum/pearl/dimond the other with hg/ss, the d.s. with p/p/d should have an AR
get the pokemon learn everymove cheat, turn it on, (after you trade over the Dragonite)
and turn on the 95x TM cheat and their you go, (i like this cheat because i tought my typhlousion fly) ^-^

No. Just no. Extreme Speed isn't a TM. In this game, you are questioned by an Elder in the Dragon's Den. If you answered the questions like a good trainer, then you are in luck. Leave the building and try to get out of the Dragon's Den. Clair will come to you on the way and gives you a TM. You can then go back to the elder to get a Dratini [It's either that or defeat the E4 first and come back] with Extreme Speed [Only if you answered the questions really like a good person] Train that Dratini until it evolves into Dragonair and then Dragonite but don't have the Dratini forget Extreme Speed.
