If you have arceus, you go to kanto and talk to a lady in a house. Then arceus will do his call and you now can go in the wild and catch any pokemon you want!

I have an event arceus from a friend, i know all about it, and as far as i'm concerned, you cannot catch any pokemon you want without hacks/ar. However, if you have an event arceus, you can go to the research hut and the boss will take you to the ruins of alph, where you will be warped to the ruins of sinjoh. Not sinnoh, sinjoh. There, you can take palkia, dialga, or giratina. They are holding there respective orbs. I got all three from trading to my other games.
