Celebi is an event only pokemon and can't be caught in the game

this page when you want to trade i can give you any level u want

You can get one if you have:
X2 ds's
X1 action replay
X1 pokemon diamond/pearl
X1 pokemon soul silver

1. You find a code on youtube for a action replay code for celebi on pokemon
diamond/pearl.
2. Put the code on and get the celebi from the oberough (soz for spelling) museum
3. Trade with pokemon diamond/pearl and pokemon soul silver.
4. You have a celebi :d
