To obtain a Premier Ball, buy 10 Pokeballs or more at the shop in the Pokemon Center. The man behind the counter will give you one Premier Ball in exchange. It's not useful at all because it acts like a regular Pokeball but it does have a unique design!

Wait, Pokemon Center? I think you mean Friendly Shop.
And this ball is available in D/P/Pt/HG/SS. I think that Bramblefang would know that you can get it. It does have a purpose though, I am pretty sure it catches some of the not-so-rare legendaries, (Articuno, Entei, Uxie, etc.)
