When i do pwt or random matchup everyone is faster i dont get it my team is serperior lucario gyarados latias heatran and cresselia their all lv 100 but i dont get why everyone is faster plz help

Ok, i am right at where i gotta fight elesa, and yes i know that she moved the gym. My whole team is at lvl22. But my leavanny is lvl23. Are these bad levels? I have noticed every thing is at like lvl25 and higher as well, but i know a trick with a lvl22 sands...
