In order to keep people in your city, just build lots of Police Stations, Hospitals, Schools, etc. Or you can ask your sims in your city and you can fix what complain about. If you follow these two pieces of advice, you can make your city popular forever!

Here's a tip while your building your city: DON'T RAISE YOUR BUDGET TOO HIGH!!! If you raise your budget way too high, no one will come to your city. You have to make your budget as resonable as possible!
