What percent do you get the super speed at? I am stuck on 68% and i cant find anyone to talk to! I cant go to clearing and I cant find Planktons robot parts! WHAT DO I DO!!!!

In the industrial park, you'll need to cath 27 dirty bubbles (a mission given by sandy) then when you go back to sandy, she will give you the other robot part. in the kelp forest, i forgot how to go there but u need to defeat the king jellyfish first.
