Waluigi is not in the actual game without hacking. Somebody did quote this, "The "2-D" black box isn't there. The editors took him out. The 2DBB is the window in his secret room, but the guys forgot to take the picture out of the title screen". What do you think? Is it true enough? This is probably one reason you guys can't find Waluigi.
