Ocean King Temple, Visit 3

I'm on B2, trying to get past this floor so I can go retrieve the third seachart. I'm doing everything in the same order as it has worked the previous time, but the key isn't dropping for me. The order in which I am progressing is:
1. Bomb the weak spot on the wall.
2. Hit the orb to the southeast of the stationary phantom.
3. Pull the switch.
4. Hit the orb to the west of the stationary phantom.
5. Run down and stand on the switch to lower the spikes.
6. Look for the key which IS NOT THERE! :'(

Please, am I missing something important, is there another switch I forgot to note?
