You can set the population limit up to 200 when creating a Random Map (or any custom game)
and that's the maximum population for each player. Since units are directly tied to
population limit, you can't get any more units than 200.

the best way to get over population is to get to the limit with your own builing of them
make sure you make a few monks, once you reach the population limit use your monks to
convert units. just make sure you don't reaserch herasy.

make sure [i]they[/i] don't research Heresy? B/c if you do, that just doesn't let
[i]them[/i] get your units.
