They ARE completeable. I've done like 20 of them to get a total of like 5k ACs. I just recently did one (like 2 days ago) and got something like 1000-1200 ACs. You might have to use fake info... it works, even if they say that fake info won't work. Sometimes you don't get a reward, because you didn't do it right or something. But you CAN complete them.
