I need help getting armor but i dont know where to look or where to keep trying to get so gelp please

I am looking for axe master armor and i hear it is rare.So does that mean it will just pop up and theres a chance you will find it in a shop or is there a way it increase ur chance and certain place i can get it?Or do i have to do a certian thing for the Axe master armor?Need help please
