Press the ~ key and type in player-> to set your stats or click on someone and put sethealth 0 to kill them with no crime or bounty.

Click on a person and type without the quotesKill a person or animal with no cost and no bounty/crime

My bad...press the ~ button and click on the person you want to kill and type in

sethealth 0

and the should die and you wont get caught or have a bounty.

WATCH WHO YOU KILL!! If the person is important, everyone will het you and try to kill you. It will tell you that you have screwed up your game.
