1. despatch an engineer and traffic police to scene.
2. instruct the engineer to switch on the over-head traffic lights to slow down the
incoming vehicles on the highway. the switch box with flashing light bult can be found
along the roadside.
3. instruct at least 2 polices to direct the traffic right below the over-head traffic
ligts. so all the incoming vehicles can smoothly be redirect to the branch road. don't let
the traffic strucked.
4. despatch 2 police helicopters to land on the openground on the other side of the
highway near traffic accident. instruct the police on both sides to arrest all the
bystanders and remove them to somewhere safe and away from the highway. e.g. on to the
gr*** field. don't release them until the end of the operation.
5. despatch 1 fire engine with 3 firemen. as many ambulance as possible to remove all the
possible casualties. maybe 8. despatch 1 fire engine with divers to effect diving job at
the river right beside the coach. despatch a crane lorry to the spot of diving operation.
1 car was immersed into the river. the divers can locate that car and show you the
possition with a red floating ball so you can hook the car by the crane lorry to road
level and rescue the driver inside.
6. instruct the firemen to extricate all the vehicles involved and rescue the casualties
trapped inside. there maybe 3 casualties at different part inside the coach.
7. instruct the medical officers to treat the casualties before being moved on board the
ambulances. and evacuate all the casualties ASAP. So that's my operation procedure. it
works.

everything should be done in sequence and promptly.
