It seems to be impossible for me to win the first scenario of the Korean campaign, since I cannot give the Kinsan tribe the food requested. Every time I try to send the food, I get a message that says I can't do this because the diplomcay state is locked. How do you unlock the diplomatic state? I've seen a couple of answers that say to just send the food. I wish I could but every attept is blocked. Help!
