When in mission "The Motorcade Interception", activate the bomb mode cheat and god mode cheat. Then u can shoot the ground to kill the UN guard. Your mission will not failed because your bullet from the weapon that u fire, not directly hit the UN guard. If u wanna try just approach behind him and kill him with Fiber Wire. The same thing will happen.
