when i want to make ballista ships or phalanxes and swordsmen, it syays that my building level is too low. how do i raise my building level to be able to train those soldier types?

We have no items only wood but cannot sail, how can we get sulphur, crystals etc. or do we have to wait till our wealth has been researched? we seem stuck on the island with no where to go.
