Go to cuba and talk to that freak woman
she tells you to get straw wire ex
you get them from sailing

Anyway, then you have to get blood from scorpion, rock crab, cave bat, alligator,dire wasp

Then when you get that you need to go back and get the bone dust quest.
Go kill all of them in the tortuga graveyard and you should get your voodoo doll when you go back to her.
