you must walk not to use bicycle or fly just a normal walk to him

he's mostly on rout 31 and walk around till you find him and when you do get a poke ball
and hold down a+b then when it's shaking then you hold down just b!

if you go lake of rage you can run around for a while and find him use master ball if your
worried about only having one master ball use the cloning cheat all tell you what it is

Cloning cheat:change box to empty box then deposit pokemon with master ball change box to
box 2 when it says saving do not turn off the power turn off the power

1. buy atleast 30 max repel
2. you must have a pokemon with mean look or spider web
3. go to gr***es
4. use max repel
5. keep on walking
6. when the max repel is gone quickly move
PS. if it dosent work restart from no.4

easy. what i do is intercept it.it works 85% of the time.
Say Raikou is in route 35 and you are in violet city, just go to route 36.do the same if
in route 37. in a day i can encounter it over 10 times. i always fly to goldenrod city n
go up till route 35 and sometimes he is in route 31(next to violet).i simply go to route
36 and he appears.

best pokemon to lower its hp is scyther with false swipe(learned at L.18) try having him
at 40 at least with quick claw.
false swipe always leaves opponent with 1hp, it cant kill.
