No you have to get a actoin replay or go to a event.

you have to get the pokemon colleseum bonus disc and transfer it from there

To get jirachi without a AR or Gameshark you have to beat E4 1nce and catch at least 100 pokemon from the national Dex (after E4) then you go to the Mossdeep space center and talk to the guy in the wite suit on floor 1.

first get a pokemon saphire or ruby.
Second get pokemon colloseum and the bonus disc.
third beat pokemon colloseum if you want to transfer it to emerald.
forth have a link cable.
fifth have about 250 dollars because that is all it will cost you.

p.s. buying a gameshark is 20 dollars and it has so you can get jirachi
