go to the team rocket hideout in Celadon city, finish the boss then get the silp...


go to the team rocket hideout in Celadon city, finish the boss then get the silph scope,
go to pokemon tower and go to the place where it says"be gone,intruders".there you will
use the scope and it will be marowak. beat it and go up there you will find rocket grunts.
defeat them and talk to the old man.he will give you pokeflute then you use it on the
pokemon and it will wake up.if you have ultra ball,catch it or beat it
