this depends on what moves it has for instance if it has arial ace for some reason its
super effective on grass so train there till about lvl 30 then battle the fire gym. i have
a lvl 50 shelgon lvl 50 salamence and lvl 29 bagon i train them till 50 so i can use them
on the battle mansion :)

get tms like flar blitze or giga drain and teach it to you shelgon and battle the fire of
course on grass gym if giga drain the battle 1st gym and water gym you can find these tms

It depends. If your cyndaquil is low level, (like levels 20-30) spam the bug gym. At
levels 5-14, it's very slow and you have to kill stuff, heal until lvl 14 when you get
ember. Then stuff goes down fast. At level 23 you can start spamming the bug gym.

For me, evolving bagon to shelgon is a bad idea, since it makes his dragon claw attack to
be learned above level 50
Also, salamence has high attack stats and dragon claw is a great move for him.
While its still a bagon, it could learn dragon claw at level 50, cause not to be leveled
up to much or else have to enter level 100 battle, too much effort but worth
