the 3rd spy is in the plant room. go on top of one of the buildings and there u should
find a guy that says "grab onto the antener on the other building. use your bow-tie to the
right and get hold of it. climb into it. get the bomb from the tree and push it to the
cage with a traped spy.

how do you get the bow-tie?

You get the bow tie by climbing up the house. then on the top of the roof you use your
laser pen to open the window(click on it.) you untie the agent trapped inside. You get the
bow-tie.
