It has right after the intro video for me. Mine is a bought legally acquired Australian
copy, with the euro 1.1 patch manually installed before I even tried it out. It may be
related to the game videos.

Okay, I just reinstalled and it works. The things I done different:
a) switched hard drive, installed to my D: drive not my C: drive. Due to a misalignment of
the drives when installing Windows, D: (normally C:) is my Windows system drive, so I
basically switched from a spare drive to my main one if it matters.
b) I started a game after installation before applying the Euro 1.1.0 patch, at default
settings and then upped the resolution to see if it fixed the flickery graphics (didn't).
c) Installed the 1.1.0 patch. The reason I will not reduce it down further to see whether
it was the initial pre-patched game start or drive change is because it'd mean I'd have to
install this patch again, and it takes an eternity.

I changed my nforce driver (and also updated my directx files) the other day and it didn't
do anything at the time, don't think it'd have a unique effect on reinstall?

Also, when it was glitchy, the Capcom logo at the star begins as a white rectangle. Also,
the Exit button in the main menu features a white rectangle.
