Modify the shortcut to your game and add the "-cheats" and -"funlabs" parameters.
Example: "C:Program FilesActivision ValueFUN labsRevolutionBinRevolution.exe" -cheats -funlabs

While playing, press [~] to open up the console and type one of the following commands and press [Enter]:
