That's how the game was designed. You can play as SPQR or whoever you want by playing a
custom game, but in the Imperial Campaign, some factions like Rebels and SPQR are
disabled.

you can play as most factions SPQR and rebels you cant play but unlock the others by
completing ,julii,scipii and brutii campaigns

you got to defeated them to unlock them

that's how the game was designed. If you do want to play them, search around for mods.
Some mods unlock the other factions.

BTW, don't ask me where the mods are. I just remember seeing them on a website a while
ago. They should be somewhere though.
