you can't get to play as other factions in the campaign i think

complete short campaign with julii scipii or brutii or main campain with them

to a certain extent. Win a short or long campaign with one of the Roman factions and some
more will be unlocked. Not every faction is unlockable, however. Some just can't be used
in campaign mode.
