GOOD RANKS:
New Recruit=Join the army!
Alley Guard=Kill a Mugger!
Hunter=Kill a bear!
Security Guard=Kill five Muggers!
Runscapian Cop=Kill ten Muggers!
Well Known=Kill fifteen Goblins
Goblins' Nightmare=Kill twenty Goblins!
Famous=Kill Count Draynor!
Bounty Hunter=Kill five Black Arm gangsters and five Pheonix gangsters!
Goblin Invader=Invade Goblin Village(Requires five friends)!
Pest Control=Kill a Roach Soldier
Mjolnir Spartan=Kill ten Roach Soldiers, ten Muggers, ten Goblins, Invade the Graveyard of shadows and invade Black Warriors' Fortress(Requires five friends)!
Mjolnir Hero=Start a war in Lumbridge(Requires ENTIRE army!) and win! Don't take anything though...
EVIL RANKS:
New Recruit=Join the army!
Thief=Kill a man!
Thug=Join Pheonix Gang/Black Arm Gang!
Fear Striker=Invade Al Kharid(Requires five friends. The people of Al Kharid will live in fear...)!
Crime Boss=Invade Varrock(Requires five friends. Destroy the guards of Varrock and strike fear into its citizens...)!
Pure Stalker=Invade the Monestary(Requires five friends), and kill five Unicorns!
Feared Criminal=Invade the jail near Draynor(Requires five friends). Defeat the guards! Your name will be spoken only in whispers... You will be feared!
Dark Messenger=Start a war in the Grand Exchange(Requires ENTIRE army!) and win! Take ALL the loot you can carry!!!

You must be in PVP to start wars...

How do you get into the pheonix gang? I can't get it

when u go in to varrock the place where the dark wizards are turn right find an underground path and go in.

To join the Pheonix Gang, you need to go to the libary in the castle and search the shelves. You should find a book about the shield of Arrav. Take it to the guy in the libary(NOT THE WIZARD). Then give some coins to the fur seller. You must bribe him and he'll tell you where the Pheonix gang HQ is. Then talk to the guy outside the door. Choose the speech option: "I know who you are." Now keep talking and he'll let you in! I started the shield of Arrav quest one week ago so I can't be percise... first I was in the black arm gang. They ordered me to get two Pheonix Crossbows. But I had to get into the gang to get them. Once I got in, Katrine kicked me out of the Black Arm gang! First join Black Arms and get the shield piece of Arrav. Then join Pheonix Gang and get they're shield piece of Arrav!

Bronze Rank: Invade the Stone Circle outside Varrock(The place with the wizard's-Requires five recruits)!

Silver Rank: Use Silverlight to invade Goblin Village(Requires five recruits-recruits must have Silverlight)!

Gold Rank: Use Silverlight and the Shield of Arrav to defeat Delrith(Requires five recruits-all recruits must have Silverlight and Shield of Arrav)!

Ranger Rank: Invade the graveyard of shadows using the Shield of Arrav and Silverlight(Requires five recruits-recruits must have Silverlight and Shield of Arrav)!

Shining Ranger: Complete all non-member quests and invade Graveyard of Shadows(Requires five recruits)!

Shadow Ranger: Invade EVERY city(Non-Member-requires entire army)!

i killed 5 black and pheonix gang people already and how do i kill the wanted people and how do prove it?

Bounties are extremely hard to get rid of. You have to wait for a chance to get them on PVP.

BTW, I don't think wars require entire army, they only require a few batteries(4-6 people). But its up to you, you are so far the highest in command.
