there is a couple of ways
power to zone have the underground( recomended) on the zone area (p.s. this sometimes
does't work with commercial) it should work
then buildings like police fire stations and on u just have a part of the pole go into it
sometimes it take a couple tries just cause of there glitches i recomemend to do the ctrl
alt shift c trick then type i am weak for the ability to do it for free (u must have 1
dollow or so for roads subways and sorts)
