If you just want your sim to become a vampire. or if you want a cellphone and you cant be bothered to go to downtown. or if you just want to kill your sim ECT. then first bring up the cheat menu which is. ctrl and shift and c all together. then first type in boolprop then space then type in testingcheatsenabled true. after boolprop press the space bar then type in testingcheatsenabled all together then press the space bar again type in true. dont press enter at all. hold shift then click on a sim. then you can give them phones mp3 players or you can set their aspiration ECT.
