While these programs are advertised to unlock many powers for you in-game, be warned; They are scams. The download links will often require you to fill out a survey that requests your personal details, or in some cases the file contains malicious software such as viruses. Do not trust these downloads! They are often advertised with pictures and anti-virus links, but these are fake, and it is most likely the program you are trying to get does not exist at all.
