About bringing up a console

How can you bring up console in game, i mean:
i tried it three ways:
1. SHIFT + 1( on num. 1, there are three signs: 1, ! and ~)
2. ALT GR + 1
3. just 1
but nothing works, what must i press???? as i press 1, shift + 1, alt gr + 1, nothing realy happens, except it beeps and shows me "feed" sign
What must i do????
plz help me!
