To make a city that is Hostile become Loyal click on the apropriate city and look on its Needs or Buying and send at least one of the listed items


Press Ctrl-A-c to bring up a box. Just type in Fishy like i have spelt it and press enter. You can repeat this process for loads of food. It helped loads so i really recomend it.
