My suggestion is you should fly as low as possible and try flying over the river, it really helps. After you pass the radar network, press select to activate the camera, point your plane towards the targets and get as close as possible but making sure that all the targets are within the same frame meaning that you can see all of them then click. Afterwards, you are asked to take a picture of the planes of the 8492. Do the same procedure then fly west towards the return line and don't mind the radar network anymore. Mission accomplished. Another suggestion is try to use an attack aircraft on this mission especially the FB-22, the one that you can unlock after you fill the F/A-22 Raptor's points gauge.
